Marco Rubio Drinks Water During GOP State Of The Union Rebuttal (VIDEO) (GIF) Feb 13th 2013, 04:06 Sen. Marco Rubio (R-Fla.) was given the difficult task of delivering the GOP rebuttal to President Barack Obama's State of the Union address on Tuesday. As the up-and-coming senator attempted to counter the president's message, he appeared to grow increasingly uncomfortable, wiping his mouth and licking his lips on a number of occasions.
