John Leopold, Maryland Republican, Described By Judge As 'Predatory And Cruel' For Requiring Secretary To Empty Urine Bag Feb 1st 2013, 21:21 ANNAPOLIS, Md. — The chief executive of Maryland's fourth-largest county has resigned days after being found guilty of misconduct in office for, among other things, having a secretary empty his urine catheter bag for months. Sixty-nine-year-old John Leopold was automatically suspended when the judge convicted him Tuesday on two counts of misconduct for also using members of his security detail to perform political activities.
